Economic Development Plan for Eau Claire

Mr. Weber prepared a city-wide economic development strategy for Eau Claire, Wisconsin, that was adopted as an element of the City’s comprehensive plan.

The plan was readily accepted because it integrated elements of a strategy drafted by representatives of the several private economic development organizations working in the city and the region such as the Chamber of Commerce, the Eau Claire Economic Development Corporation, Downtown Eau Claire, Inc., Momentum West and Xcel Energy. Objectives and policies were derived from both the Comprehensive Plan and the work programs of the contributing organizations.

Comprehensive Plan elements included land use, roads, utilities, transit, downtown revitalization, redevelopment initiatives, and quality of life features such as parks, trails, recreation, neighborhood improvements, arts and culture.

Private organizational elements addressed community leadership, target enterprises, entrepreneurial support, workforce readiness, and business recruitment and retention.

The plan identified key issues such as the need for additional sites that allow outdoor storage and have rail and truck access; downtown and central area revitalization; and retention of recent college graduates.

The assessment of conditions described recent accomplishments, perceived strengths and weaknesses, business clusters, site inventory and absorption, and organizational relationships.
