Comprehensive Plans under the Metropolitan Land Planning Act

Bill Weber has led the preparation of 16 comprehensive plans under the Metropolitan Land Planning Act during over the course of 30 years. 

Bill has been the primary planner for each of these assignments and has worked with specialists to ensure that each subject is addressed well.  Team members have included professionals in city planning, transportation, economic development, urban design, natural or cultural resources and opinion surveys.  Each team was tailored to meet the needs and budget of the client.   

Comprehensive planning has been a focus for Mr. Weber, as he has completed more than three dozen such plans for cities from 5,000 to 165,000 population in ten states.  Several clients have asked Bill to update their plans more than once, which demonstrates their high degree of satisfaction with his work. 

Bill has won Minnesota and Wisconsin APA awards for his planning process that combines strategic and comprehensive planning.  The outcome is a plan that has lasting value, addresses the key opportunities and challenges, has internal integrity, and is understood, embraced and followed.
